Userbox records (v2)

@WikiLucas00 & Pamputt hello,
I changed the template names to make it compatible with babel module. I think we would gain from tagging every userpages with these {{User records}} templates, its /doc sub-page provides the rightful syntax. It now work as follow :

uk-N Для цього користувача українська мова є рідною. ru-N Русский — родной язык этого участника. en-4 This user has near native speaker knowledge of English. be-2 Ведаю беларускую мову пасярэдне. de-1 Dieser Benutzer beherrscht Deutsch auf grundlegendem Niveau. no-1 Denne brukeren har grunnleggende kjennskap til norsk (bokmål). ukr This user contributes to Lingua Libre in Ukrainian.

The template's code will evolve further in the future to provide more insight. Ideally, we should also be able to set an option which hides the visual but keeps categorizing the userpage, but this is for another day. Yug (talk) 14:21, 8 February 2021 (UTC)
